In my headcanon sometime after the WWII the Philippines went to her first World Conference to formally introduce herself as an Independent nation. and the first person she met was Hungary.
This is how Hungary reacts when she hears about Spain's tyranny over her.
Philippines can talk casually about her colonial days and what her suppressors did. She already forgave them a little bit but still very wary of them, specially Spain and Japan.
Her hair was actually long in pre-colonial times but when Spain conquered her, she cut it to symbolize her freedom taken. She tried to grow in again after Spain left but learned that America took his place, then Japan occupied her so she kept it short.
